The following survey questions are to be completed by each staff individually; responses are confidential.
The objectives of the survey are to:
Understand what regional staff define as “local” information;
Validate the regional staff's understanding of LMK;
Validate and understand whether previously voiced gaps/needs are still valid today;
Understand the current difficulties and challenges faced in regards to LMK and LMI in completing day to day work; and
Understand what must happen in order for staff to be able to effectively, and based on evidence, assess and approve programs and resources based on the labour market needs.
In answering these questions, it is important to understand the difference between Labour Market Information (LMI) and Labour Market Knowledge (LMK).
LMI is defined as: NB Labour market information is knowledge, facts, data, and relevant institutional information on the supply and demand of labour used by individuals and organizations to make informed choices and decisions about the labour market. It includes:
Economic conditions and labour market trends;
Education and skills requirements (e.g., credentials, essential skills) and opportunities;
Current and future labour market supply and demand;
Wage rates; and
Program results and outcomes.
LMK is defined as: An intelligence about, and an understanding of the local labour market which informs strategic program and services decisions; this knowledge is the result of a comprehension of provincial level data combined with regional and local data and information, thus creating a holistic view of the labour market's challenges and opportunities.
In today’s reality, LMK can be considered to be any and all information that is discussed, understood, collected, etc. regarding the supply and demand of the local labour market. This information may be entered in a formal ECLS system, an office spreadsheet, personal notes, a form in a client’s file, etc. This knowledge forms a great part of what is utilized by regions in making decisions regarding ECLS programs and services.
LMK is different from LMI as it is not necessarily data or reports, but an intelligence and insight on the local dynamics of the labour market. Local LMK may be utilized and analyzed in order to support or validate the provided LMI at a local level.
